Notice Regarding Changes to Identity Verification Methods for New Contracts Due to Ministerial Ordinance Revisions

Thank you for using povo2.0.

In accordance with the amendment to the Enforcement Regulations of the Act on Prevention of Unauthorized Use of Mobile Phones, which will come into effect on April 1, 2026, KDDI and Okinawa Cellular will change the identity verification method for new povo2.0 (Calls+Data) contracts starting March 25, 2026.

The verification method that compares an image of an identification document with a photograph of the person's face will be discontinued on March 24, 2026.
From March 25th onwards, the system will support either the JPKI method using My Number Cards (Note 1) or the document IC chip reading + facial recognition method using My Number Cards, driver's licenses (Note 2), or residence cards (Note 3).

(Note 1) JPKI (Public Personal Authentication Service) is an online identity verification method that uses the "digital signature certificate" and "digital user authentication certificate" recorded on the IC chip of the My Number Card.
(Note 2) Two 4-digit PINs registered when your driver's license was issued are required. If your name/address on your driver's license contains non-standard characters (characters not defined in standard character codes such as JIS), you will need to verify your identity with your My Number Card.
(Note 3) Since the information on the back cannot be used for identity verification, those whose address on the front is not yet determined and those with update history on the back will need to have their residence card reissued or their identity verified with their My Number Card.
