公益財団法人大阪観光局(大阪府大阪市中央区、理事長:溝畑 宏)とKDDI株式会社(本社：東京都千代田区、代表取締役社長CEO：髙橋 誠、以下 KDDI)は、2025年4月13日(予定)から、大阪観光局が運営する各種情報発信媒体から購入でき、最短3分^(注1)で利用可能なモバイル通信サービス「Osaka eSIM(オオサカ イーシム)」の提供を開始します。
Osaka eSIMのサービス提供開始を記念し、「データ使い放題(24時間)」^(注2)がもらえる「Osaka eSIM加入キャンペーン」を実施します。

■背景・目的

2014年1月から大阪観光局が中心となって提供開始した無料公衆 Wi-Fi「Osaka Free Wi-Fi(以下 OFW)」は11周年を迎え、外国人旅行者をはじめ多くの来阪観光客にご利用いただいてきました。さらに2024年10月から株式会社ワイヤ・アンド・ワイヤレスの協力のもと、OFWの拡充・快適性向上を目的に、欧米および国内で導入が進む国際基準の認証の仕組みである「OpenRoaming」^(注3)に対応した「Osaka Free Wi-Fi OpenRoaming」の提供を開始し、好評を得ています。
今般、スポットでの提供であるOFWに加え、広域なエリアカバーで移動中も手軽にご利用いただける「Osaka eSIM」を提供します。大阪・関西万博開催により多くの観光客が見込まれる大阪で快適・シームレスな通信環境を整備することで、来阪観光客の満足度向上に取り組んでいきます。
将来的には、「OFW」および「Osaka eSIM」から得られるデータを基に分析し、観光客のニーズに合わせたパーソナライズされたサービスを提供することで、より充実した観光体験の提供を目指します。

■サービス概要

本サービスでは、データの消費を気にすることなく利用いただける3日間のデータ使い放題や、スポット的に使用できる2時間のデータ使い放題など、お客さま一人ひとりのニーズにあったモバイル通信プランをお選びいただけます。また、端末内蔵型のeSIM(組込み型SIM)を活用することによりオンラインで開通手続きが完結するため、申し込んですぐに使いたい方にもおすすめです。

なお、本サービスは、サービス事業者がpovoの通信サービスを自社サービスに組み込むことができる「povo SDK」を活用しています。これにより、訪日外国人観光客のような短期滞在者にも、au品質の高速・安定のモバイル通信を簡単・安価に利用いただける環境を実現しています。

■Background and Purpose

“Osaka Free Wi-Fi “(hereinafter referred to as OFW), launched in January 2014 and led by the Osaka Convention & Tourism Bureau, is now in its 11th year of service, and has been used by many tourists visiting Osaka, including inbound tourists from abroad. With the aim of enhancing and improving the quality of OFW, the release of “Osaka Free Wi-Fi OpenRoaming” in October 2024 with the cooperation of Wire & Wireless Co., Ltd. as a network compliant with “OpenRoaming” (Note 2)—an international standard certification being introduced across Europe, the United States, and Japan—has also been well received.
In addition to OFW, which is being provided on a spot-to-spot basis, “Osaka eSIM” will now provide widespread area coverage to enable easy connectivity while on the move. By providing reliable and seamless connectivity, we will continue to work to increase the satisfaction of tourists visiting Osaka, which is anticipating even more visitors with the start of the Osaka-Kansai Japan Expo.
In the future, we aim to provide a more fulfilling tourism experience by analyzing data obtained from OFW and “Osaka eSIM”, and providing personalized services tailored to the needs of tourists.

■Service Overview

With this service, customers can choose a plan that best fits their specific needs, such as 3 day of unlimited data (Note 3) for extended use without worrying about data consumption, or 2 hours of unlimited data, for specific moments where high-speed connectivity is needed. As the service utilizes the eSIM (embedded SIM) feature on compatible devices, sign-up and activation can be completed online, making it a perfect for customers seeking to start using the service quickly.

The service utilizes the “povo SDK”, which enables service providers to embed povo’s telecommunications services within their own platform. This has enabled us to provide easy and affordable access to au’s fast and reliable mobile coverage to short-term visitors, such as inbound tourists from abroad.

Speaking on this initiative, Hiroshi Mizuhata, Chairman of the Osaka Convention & Tourism Bureau, said the following:
“In October 2024, the Osaka Convention & Tourism Bureau has launched the “Osaka Free Wi-Fi Open Roaming” service which features a high level of safety and convenience, with the cooperation of the KDDI group, and has seen widespread usage from tourists, including visitors from abroad. Now, in response to requests for “mobile data services outside of Osaka Free Wi-Fi spots,” and “mobile data services available while on the move,” we will implement an environment where users can easily purchase mobile data services online, utilizing KDDI Digital Life Corporation’s “povoSDK”. Through this initiative, we will enhance the appeal of Osaka as an international city of tourism and culture and use ICT to contribute to both promote tourism and thus vitalize the region through tourism.”

“With the opening of EXPO 2025, we are very honored to be able to support the Osaka Convention & Tourism Bureau, which is expecting to see a further increase in tourists from Japan and abroad, with our “povoSDK”. ■Regarding the povoSDK

“povo SDK” is an open mobile telecommunications platform that allows povo’s services to be embedded in other services, with original data plans. With the spread of subscription services such as video and music, electronic tickets, and smartphone payments, mobile connectivity is needed more than ever in various aspects of our daily lives. “povoSDK” is provided as a new form of connectivity that blends into each service, possible only by povo, which has provided dozens of toppings since its launch.
The platform enables original toppings that can only be purchased through specific services, such as toppings that allow unlimited data only on certain services. The validity period and data amount can be customized flexibly, allowing the configuration of toppings optimized for users of various services.
